Karnataka has taken another significant step in expanding its innovation ecosystem beyond Bengaluru with the launch of its first Centre of Excellence (CoE) in Agri & Allied Innovation in Kalaburagi. The new facility, inaugurated by Priyank Kharge, Karnataka’s Minister for Electronics, Information Technology, Biotechnology and Rural Development & Panchayat Raj, represents a major milestone in the state’s efforts to integrate advanced technologies with agriculture while creating new opportunities for rural entrepreneurs and innovators. Established under the Government of Karnataka’s ambitious Local Economy Acceleration Programme (LEAP), the Centre of Excellence is designed to become a catalyst for research, innovation, startup development and technology adoption in the agriculture and allied sectors. Located at the Gold Hub in Kalaburagi, the centre reflects the government’s broader vision of nurturing innovation-driven regional economies and ensuring that cutting-edge technologies benefit farmers and rural communities across Karnataka.
A New Chapter for Agricultural Innovation
Agriculture continues to be the backbone of Karnataka’s rural economy, employing millions while contributing significantly to the state’s economic growth. However, the sector is increasingly facing challenges ranging from climate variability and water scarcity to labour shortages and fluctuating market conditions. The newly launched Centre of Excellence has been conceived as a collaborative platform where researchers, startups, farmers, academic institutions and industry experts can work together to develop practical solutions for modern agriculture. The Centre of Excellence has been established under the Rs 1,000 crore Local Economy Acceleration Programme (LEAP), one of Karnataka’s flagship initiatives aimed at strengthening local economies through innovation, entrepreneurship and technology adoption. As part of this programme, the state plans to establish six specialised Centres of Excellence across Karnataka with a combined investment of approximately Rs 90 crore over five years. Each centre will focus on specific sectors aligned with regional strengths, enabling local industries and communities to benefit from specialised research, innovation and capacity-building initiatives. Kalaburagi’s Centre of Excellence marks the first of these facilities to become operational, reinforcing the government’s commitment to developing Kalyana Karnataka as a hub for innovation-driven economic growth.

Artificial Intelligence, Internet of Things (IoT), robotics and digital farming platforms will form the core of its research and innovation agenda. By leveraging AI-powered crop monitoring systems, precision farming tools, sensor-based irrigation technologies and data-driven decision-making platforms, the centre aims to help farmers optimise resource utilisation while improving productivity and reducing operational costs. Robotics and automation are expected to play an increasingly important role in addressing labour shortages and enhancing farm efficiency. Speaking during the inauguration, Minister Priyank Kharge highlighted the immense potential of Kalyana Karnataka to emerge as a centre for agricultural innovation and rural enterprise. He noted that bringing technology, entrepreneurship and innovation closer to rural communities would enable farmers, startups and young innovators to collaborate on transformative solutions while generating employment opportunities and strengthening local livelihoods. According to him, the Centre of Excellence will serve as an important platform where innovation directly contributes to inclusive economic growth. Kharge also reiterated the state’s commitment to developing similar innovation ecosystems in cities including Mysuru, Mangaluru, Hubballi-Dharwad, Belagavi and Kalaburagi, ensuring balanced regional development across Karnataka.

Supporting Startups & Rural Entrepreneurs
A defining feature of the Centre of Excellence is its strong focus on entrepreneurship. Beyond research activities, the facility will actively support agritech startups, Farmer Producer Organisations (FPOs), Self-Help Groups (SHGs) and grassroots innovators by providing mentorship, incubation support, networking opportunities and technical guidance. The centre is expected to foster collaborations between academia, industry and government agencies, creating an ecosystem where innovative ideas can be transformed into commercially viable solutions for the agriculture sector.
During the launch, Kharge pointed out that Karnataka is now home to nearly 18,000 registered startups, making it one of India’s largest startup ecosystems. He emphasised that the government recognises the importance of early-stage financial support and aims to facilitate funding of around Rs 50 lakh for nearly 1,500 startups, enabling promising ventures to scale their innovations and contribute to economic growth. By extending startup support to emerging regions such as Kalaburagi, the government hopes to create new centres of entrepreneurial excellence while reducing the concentration of innovation activities in metropolitan areas.
Partnership with Krishi Kalpa Foundation
The operational responsibility for the Centre of Excellence has been entrusted to the Krishi Kalpa Foundation, following a Memorandum of Agreement signed earlier this year between the Karnataka Innovation and Technology Society (KITS) and the foundation. The partnership brings together government support and domain expertise to create a robust institutional framework for the centre’s activities. Krishi Kalpa Foundation will oversee research programmes, innovation initiatives, startup incubation, skill development and collaborative projects involving universities, industry partners and agricultural organisations. The governance framework also includes a council and monitoring committee comprising representatives from government, academia, industry and agricultural experts, ensuring transparency, accountability and strategic direction as the centre evolves.
Launch of Vikas & Prerana Programmes
The inauguration of the Centre of Excellence also marked the rollout of the Vikas and Prerana programmes, two initiatives designed to promote grassroots entrepreneurship and innovation across the Kalyana Karnataka region. These programmes seek to identify promising local innovators, encourage enterprise development and strengthen rural livelihoods by connecting aspiring entrepreneurs with mentorship, training and institutional support. Together with the Centre of Excellence, these initiatives are expected to create a comprehensive ecosystem that nurtures innovation from the grassroots level while enabling rural communities to participate more actively in Karnataka’s growing knowledge economy.
