In a landmark move that promises to reshape Karnataka’s public healthcare landscape, the Azim Premji Foundation has announced an ambitious plan to invest ₹4,000 crore over the next five years to build and operate a 1,000-bed charitable super-speciality and multi-organ transplant hospital in Bengaluru. The announcement was made by Chief Minister Siddaramaiah following the signing of a Memorandum of Understanding (MoU) between the State’s Medical Education Department and the Foundation. The proposed facility will come up on 10 acres within the campus of the Rajiv Gandhi Institute of Chest Diseases, land that the government has agreed to lease to the Foundation for 99 years.
A Vision of Accessible, Free Super-Speciality Care
The hospital is envisioned as a fully charitable institution, providing high-quality tertiary and transplant care free of cost to a majority of patients. According to the Chief Minister, the Foundation will initially invest ₹1,000 crore to build the state-of-the-art facility, with additional funding committed over the years to ensure its continued operation and service delivery.
Describing the initiative as “noble,” Mr. Siddaramaiah expressed the State’s gratitude to the Foundation and to philanthropist Azim Premji for their unwavering commitment to public welfare. He emphasised that running such a large super-speciality institution free of cost reflects a deep social responsibility that goes beyond infrastructure — it signals a long-term partnership to strengthen public healthcare.
The hospital is expected to become one of the largest charitable super-speciality institutions in the country, with a special focus on multi-organ transplant services. At a time when the cost of tertiary care continues to rise, this initiative offers renewed hope to thousands of families across Karnataka and beyond.
Strengthening Public Systems, Not Replacing Them
Anurag Behar, CEO of the Foundation, underscored a crucial philosophy behind the project: private philanthropy cannot substitute for strong public systems. Instead, it must work alongside them.“The Foundation believes that public systems are central to building a good society,” Mr. Behar said, reiterating that healthcare does not begin at hospital doors.
It starts in communities — with ASHA workers, primary health centres, early diagnosis, and preventive care. He noted that while hospitals are critical components of healthcare delivery, the ultimate goal must be to prevent illness wherever possible. In this context, the new hospital is seen not as an isolated facility, but as part of a broader ecosystem of care that begins at the grassroots level. Karnataka, Mr. Behar observed, is among the three most proactive States the Foundation works with across India. The Foundation’s 25-year engagement in the State has demonstrated visible progress, particularly in grassroots initiatives in regions such as Surpur and Sindagi. This long-standing collaboration has created a foundation of trust that makes ambitious partnerships like the proposed hospital possible.
A Major Boost to Transplant Services
One of the defining features of the proposed hospital will be its comprehensive transplant programme. Medical Education Minister Sharan Prakash R. Patil highlighted that the facility will provide transplant services across multiple organs, including kidney and liver, addressing a critical healthcare gap in the State. Currently, more than 5,000 patients in Karnataka are awaiting kidney transplants, while over 1,000 patients require liver transplants. These numbers reflect both the growing burden of chronic disease and the limited availability of affordable transplant facilities.
The Minister revealed that approximately 70% of transplant procedures at the new hospital will be provided entirely free of cost. The remaining 30% will be offered at minimal charges, following a model similar to premier autonomous institutions such as the Sri Jayadeva Institute of Cardiovascular Sciences and Research and the Kidwai Memorial Institute of Oncology. This hybrid structure is designed to ensure financial sustainability while maintaining accessibility. With advanced transplant infrastructure, cutting-edge surgical facilities, and specialised teams, the hospital is poised to become a major transplant hub not just for Karnataka but for neighbouring States as well.

Dr. Patil outlined an ambitious goal: to establish one medical college, one super-speciality hospital, one trauma centre, and one cancer hospital in every district of Karnataka. At present, the State has 22 government medical colleges, 10 super-speciality hospitals, eight trauma centres, and eight cancer centres. According to the Minister, Karnataka is “halfway through” its long-term plan, and partnerships like this one accelerate the journey.
The Chief Minister also reiterated the government’s aspiration to gradually transition towards a universal health coverage model in the coming decade — comparable to the healthcare system in the United Kingdom. Achieving this vision requires sustained investment, institutional reform, and strong collaboration between the government and credible philanthropic partners.
A Legacy of Social Commitment
The Foundation’s foray into tertiary healthcare builds upon a long legacy of social investment. Over the past 25 years, it has played a pivotal role in strengthening teacher training systems across multiple States, including Karnataka. In 2024 alone, the Foundation contributed ₹1,500 crore to the government’s egg distribution scheme in schools — a critical nutrition intervention aimed at improving child health and learning outcomes.
It also provides annual scholarships of ₹30,000 each to students from government colleges under the Deepika scheme, enabling thousands of young people to pursue higher education without financial distress. These initiatives reflect a holistic approach to development — one that recognises the interconnectedness of health, nutrition, and education.
